If so, then what is the best way to set it up?

I've used Dragon 10.1 to surf the web.  Its better integrated into Internet explorer than Firefox, but since I find IE painful to use, I normally use Firefox.  I found it particularly helpful to install the "Mouseless Browsing" plugin, and then generally navigated links and text boxes used the numbers (which was usually easier than using the numbered system included with Dragon).  Occaisionally you have to revert to the mousegrid to be completely hands-free, but its generally pretty reliable.
